With these policies and adequate facilities, it is hoped that disabled pilgrims will be able to carry out all the rituals of Hajj more easily, reflecting Indonesia's commitment to creating an inclusive and accessible Hajj for all groups in society. Data from the Integrated Hajj Information and Computerization System (Siskohat) shows that 66,943 elderly pilgrims out of a total of 152,852 regular pilgrims highlight the need for inclusive services. Hajj officers in each sector and flight group (kloter) coordinate to ensure that elderly and disabled pilgrims can perform their worship safely and comfortably, in line with the principle of justice (Petugas Pastikan Jemaah Disabilitas Mendapatkan Layanan Pendamping, 2023). In the 2024 Hajj season, the government has introduced new policies for the quota of assistance for the elderly, disabled pilgrims, and the merging of mahrams. This quota allows elderly and disabled pilgrims to receive special assistance from their family members, ensuring maximum care and support during the pilgrimage (Ini Ketentuan Pendamping Lansia Dan Penggabungan Mahram Haji 2024, 2024). Other policies implemented by the government, particularly the Special Hajj Pilgrimage Organizer (PIHK) under AMPHURI, include providing wheelchair services for elderly and disabled pilgrims during the Hajj season of 1445 H/2024 (Dukung Program Haji Ramah Lansia Dan Disabilitas, AMPHURI Fasilitasi KND Ke Tanah Suci, 2024). The provision of wheelchairs and special escorts greatly assists pilgrims in performing their worship comfortably and safely, especially in locations requiring high mobility such as Mina and Arafat (KND: Haji Ramah Lansia Dan Disabilitas Masih Punya Tantangan Krusial, 2024). The implementation of Hajj and Umrah worship is regulated in Law Number 13 of 2008 on the Organization of Hajj, which is an improvement and refinement of the previous regulation, namely Law Number 17 of 1999 on the Organization of Hajj (Refenza, 2022, p. 40). The enactment of Law Number 13 of 2008 is a response to various demands for better organization of Hajj. This law sets out principles that must be fulfilled in the organization of Hajj worship. Humanitarian principles, professional service, environmental sustainability, safety and security, as well as openness and transparency are the key requirements to ensure the success of Hajj worship (Asas Penyelenggaraan Ibadah Haji UU No 13 Tahun 2008, 2024). In practice, the implementation of Hajj worship has not fully met the ideal expectations, and there have been weaknesses found in the guidance, services, and protection of pilgrims. Research and evaluation of Law Number 13 of 2008 on the Organization of Hajj have been underway since 2016. In that year, an academic draft of the Bill on the Organization of Hajj and Umrah was prepared. After several stages, the law was signed by the President of Indonesia on April 26, 2019, and promulgated on April 29, 2019. Regarding the implementation of Hajj worship for persons with disabilities, it is regulated in the Republic of Indonesia Law Number 8 of 2019 on the Organization of Hajj and Umrah, in Chapter Two on the Rights and Obligations of Hajj Pilgrims, Article 6, paragraph 1 (h), which states that pilgrims with disabilities have the right to receive special treatment and services (Lestari, 2021, p. 4). Additionally, this regulation often refers to pilgrims with disabilities and their companions, as seen in Chapter Two, Paragraph 2, on Quota Determination and Allocation in Article 15, paragraph 1 (b), and Article 16, paragraph 2 (d) (Undang-Undang Republik Indonesia Nomor 8 Tahun 2019 Tentang Penyelenggaraan Ibadah Haji Dan Umrah, n.d.).
