According to Sholeha, people with disabilities need serious attention and should be empowered as fully functioning human beings, including the right to perform Hajj and Umrah (Soleha, 2021, p. 4). Similarly, Ahmazi stated in the article "Oretag" that people with disabilities have the same right to perform the Hajj pilgrimage in the Holy Land. However, the process is not as easy for them as it is for healthy individuals, and it must be adjusted to their condition. People with disabilities still need to meet the valid requirements for Hajj and perform all the essential rites, even if they need assistance from others or require a companion, which usually incurs additional costs (Ortega & Amin, 2023, p. 35). 2. Hajj Companion for People with Disabilities Assistance for disabled hajj pilgrims is crucial to ensure comfort and ease during the worship (KND: Haji Ramah Lansia Dan Disabilitas Masih Punya Tantangan Krusial, 2024). Hajj travel agencies need to provide specially trained assistants to help disabled pilgrims, particularly during stages of worship such as the rituals of manasik, prayer, tawaf, and sa'i. These assistants also facilitate communication and help pilgrims understand the hajj rituals. For pilgrims with specific health conditions, it is recommended that family members assist them (Ketentuan Pendamping Lansia Dan Penggabungan Mahram Haji 2024, 2024) (Kamila, 2024, p. 125). The government's guidelines for assisting disabled hajj pilgrims are as follows: i. Having a relationship as a husband/wife/biological child/biological parent/son-in-law/sibling, proven by a photocopy of the ID card, photocopy of the marriage certificate, photocopy of the birth certificate, photocopy of the family card, or other valid proof, along with showing the original documents. ii. One (1) companion is allowed for pilgrims who have a spouse/sibling relationship with the pilgrim who has paid in full. iii. Two (2) companions are allowed for pilgrims who have a biological child/biological parent and/or son-in-law relationship with the pilgrim who has paid in full. iv. The companion must be registered as a special Hajj pilgrim (D. J. P. H. D. Umrah, 2020, pp. 8 – 9). The government also needs to provide an Istishah Health checkup. The health eligibility for Hajj is a mandatory health examination that prospective pilgrims must undergo to ensure that they are in good physical and mental condition to perform the Hajj pilgrimage. This examination is conducted to prevent any health risks that could harm the pilgrims or interfere with the performance of the Hajj rituals (BPKH, 2024). In addition, facilities typically provided for special Hajj pilgrims or pilgrims with disabilities include wheelchairs, personal guides, money to pay for penalties if necessary, and other aids based on the needs (Saputra, 2022, p. 39). DISCUSSION 1. Policy and Regulation of Disability Assistants in the Implementation of Hajj The policy of assistance for people with disabilities in the implementation of Hajj in Indonesia has undergone significant development, especially ahead of the 2024 Hajj season. This policy aims to ensure that pilgrims with physical limitations can perform the worship comfortably and safely, (D. J. P. H. dan Umrah, 2024) considering that the Hajj pilgrimage is a challenging spiritual journey for all participants, particularly those with disabilities. Currently, the government has provided special assistants for disabled pilgrims, conducted more comprehensive data collection, and made additional facilities
