The companion of a disabled Hajj pilgrim, such as a spouse, child, sibling, or in-law, must be proven with a Family Card, marriage certificate, and relevant birth certificate, all of which must be legalized and stamped with an official seal by the authorized official, with the original documents also presented. ii. The disabled Hajj pilgrim has completed the payment for the Bipih (Hajj pilgrimage cost) in the first stage. iii. The companion has been registered as a Hajj pilgrim before May 13, 2019. iv. The companion is registered in the same province as the disabled Hajj pilgrim. v. The companion meets the health eligibility requirements (Istitha'ah Health).(Calhaj Penyandang Disabilitas Tahun 2024 Bisa Didampingi, 2024) In Law No. 8 of 2019, there is an affirmative policy for disabled Hajj pilgrims. They receive special services and have the right to fill the quota during the second payment phase if there is still a remaining quota (UU Nomor 8 Tahun 2019 Tentang Penyelenggaraan Ibadah Haji Dan Umroh, 2019). In the regular Hajj implementation, after the completion of the first payment phase, the Minister extends the remaining quota filling period for a maximum of 30 (thirty) days, which is referred to as the second payment phase. The filling of the quota in this phase is intended for: a. Hajj pilgrims who experienced a system failure during the previous payment phase; b. Companions of elderly Hajj pilgrims; c. Hajj pilgrims separated from their mahram or family; d. Disabled Hajj pilgrims and their companions; and e. Hajj pilgrims in the following sequence. This means that disabled Hajj pilgrims occupy the fifth priority position for filling the remaining regular Hajj quota (Kemenag: Jemaah Haji Lansia Dan Disabilitas Jadi Prioritas Indonesia, 2024). This is one of the government's policy evidences in providing priority and convenience for disabled Hajj pilgrims and their companions. Furthermore, in the Minister of Religious Affairs Regulation No. 13 of 2021 on the Organization of Regular Hajj Worship, it is stated that the filling of the remaining quota during the extended payment period is allocated sequentially for: a. Regular Hajj pilgrims who experienced a system failure during the previous payment phase; b. Companions of elderly Regular Hajj pilgrims; c. Regular Hajj pilgrims separated from their mahram or family; d. Disabled Regular Hajj pilgrims and their companions; e. Regular Hajj pilgrims with deferred payment status; f. Regular Hajj pilgrims in the following sequence. g. This means that people with disabilities are ranked fourth to complete their payment as long as the quota is still available. In the pilgrimage, disabled pilgrims can be accompanied by a companion under the following conditions: The companion must have a family relationship as a husband, wife, biological child, sibling, or son-in-law; must have been registered at least five years before the first batch of Regular Hajj pilgrims departs; and must be registered in the same province as the disabled Regular Hajj pilgrims. The policies and regulations related to companionship for people with disabilities in the Hajj pilgrimage aim to ensure that disabled pilgrims receive equal and comfortable access during the pilgrimage. These policies include providing trained companions, disability-friendly facilities, and adjustments to procedures and services so that they can perform the Hajj pilgrimage safely and smoothly (K. A. R. Indonesia, 2024). These regulations also include technical aspects, such as suitable transportation, comfortable accommodation, and other arrangements that support the comfort and safety of disabled Hajj pilgrims. The main goal is to provide an inclusive and dignified Hajj experience for all Muslims, without exception.
