Over 11,000 Malaysian pilgrims landed safely in Mecca and Medina by mid-May 2025, supported by more than 600 TH personnel operating in the Holy Land (Malay Mail, 2025). From 2015 to 2016, Malaysia maintained a consistent quota of 22,320 pilgrims . This figure increased to 27,900 in 2017 and further to 30,200 in 2018 and 2019, reflecting Saudi Arabia’s gradual expansion of Hajj capacity. In 2020 , the quota allocation was suspended due to the COVID-19 pandemic , when international pilgrimages were halted for health and safety reasons. Although the quota was restored in 2021 with an allocation of 31,600 pilgrims , the number allowed in 2022 dropped significantly to 14,306 as pandemic-related restrictions were still in effect. By 2023 , the full quota of 31,600 was reinstated and has been maintained for 2024 and 2025 , signaling a return to pre- pandemic levels and stability in Malaysia’s annual Hajj participation. Overall, the data highlights both the steady growth of Malaysia’s Hajj quota over the years and the sharp disruptions caused by the COVID-19 pandemic, followed by recovery and stabilization.
