INTRODUCTION The Hajj pilgrimage to Makkah in Saudi Arabia is a deeply spiritual obligation for Muslims, attracting around two million pilgrims annually from diverse national, cultural and linguistic backgrounds. According to Saudi General Authority for Statistics (2025), the number of pilgrims post COVID19 pandemic were slightly lower as compared to the several years prior to year 2020, however steadily growing each year up to 2025 or 1446 Hijriah (refer Table 1). It is a religious duty required of every Muslim who is physically and financially able to perform it at least once in their lifetime. In the Quran, Allah SWT mentioned on this obligation in verse 97 of surah Ali Imran: ٱ مَنِ سْتَطَاعَ ا ۚ وَمَن كَفَرَ فَإِن ا إِلَيْهِ سَبِيلً لِلَّ ٱ ٱ غَنِىّ عَنِ لْعَـَلَمِينَ وَلِلِِّ عَلَى ٱ لناسِ ٱ حِج لْبَيْتِ Translation: “… Pilgrimage to this House is an obligation by Allah upon whoever is able among the people. And whoever disbelieves, then surely Allah is not in need of any of His creation ”. (QS 3:97) Table 1. Number of Hajj Pilgrims Between Year 2016 and 2025 Year Number of Pilgrims 2016/ 1437 1,862,909 2017/ 1438 2,352,122 2018/ 1439 2,371,675 2019/ 1440 2,489,406 2020/ 1441 1,000 2021/ 1442 58,745 2022/ 1443 926,062 2023/ 1444 1,845,045 2024/ 1445 1,833,164 2025/ 1446 1,673,230 The number of pilgrims for both Umrah and Hajj in 2024 as published in the Pilgrim Experience Program Annual Report 2024 was 18.5 million, and through Saudi’s Vision 2030, the numbers is expected to double up to 30 million pilgrims by the year 2030. Therefore, managing this mass gathering poses various challenges towards logistical, medical, and infrastructural. Among the challenges include crowd congestion, heat stress, communication barriers, and the need for efficient transportation. Traditional management approaches, while effective, are increasingly strained by the scale and complexity of the pilgrimage, especially in years to come, which require advanced and innovative solutions that can support both the administrative authorities overseeing the pilgrimage and the pilgrims themselves in fulfilling their religious duties with ease and focus.
