Despite unresolved issues such as traffic congestion, research by the statistics department of Padjadjaran University shows that the happiness index of Bandung residents increased from 68.23% to 70.60%. According to Jacqueline Moustache-Belle, happiness is one of the indicators of a smart city. Reputation, whether for individuals, institutions, or cities, takes years to build and is something the public values highly. Scholars note that reputation begins with an institution’s identity, which is reflected in: Name – Bandung has been known as "Paris van Java" since the Dutch East Indies era. Physical appearance (facilities and infrastructure) – Bandung’s current appearance is more beautiful than in previous years, with thematic parks built by Mayor Ridwan Kamil for both residents and visitors. Service patterns, work styles, and communication – Both internal and external public service communication play a critical role in shaping Bandung’s reputation as a smart city. Effective communication, both verbal and non-verbal, is crucial to achieving this goal.
