| Majlis Konvokesyen ke-21 USIM 53 Professor Dr. Hj. Abdul Samat Musa endeavours to actualise the idea and views of Allahyarham by facilitating the harmonisation of the two legal systems in Malaysia through USIM’s unique educational framework. His efforts, together with the cooperation and support of other USIM academicians have been successful, as the Bachelor of Laws and Shariah with Honours programme received full accreditation from the Malaysian Qualifications Agency (MQA) in 2011, and full recognition from the Legal Profession Qualifying Board, Malaysia in 2021. Consequently, graduates with a Bachelor of Laws and Shariah with Honours degree from USIM can nowpractise as advocates and solicitors, like lawgraduates from other recognised schools of law. Professor Dr. Hj. Abdul Samat Musa’s contributions to USIM extend beyond the realms of academia and administration. He strategically elevated USIM’s status by founding the World Fatwa Management and Research Institute (INFAD) in 2003 within the Faculty of Shariah and Law, establishing it as a prominent centre for fatwa research and consultation. As the Founding Director of INFAD, he introduced a more systematic mode of issuing fatwa , the Fatwa Management System, that functions as a platform for global fatwa compilation. INFAD, which is now known as the Fatwa and Halal Institute (IFFAH) is still in operation until today and has emerged as one of the primary institutions that offers expertise on issues and innovations regarding fatwa to the public. In acknowledgment of his unwavering commitment and steadfast dedication to elevating USIM’s prominence, he was honoured with the KUIM Excellent Service Award in the year 2004. His distinguished leadership and profound expertise in matters of religion and law has not only garnered the attention of domestic and international establishments, but also commanded their utmost respect. In 2004, he was tasked with the responsibility as a panel member of Kajian Shariah and a member of Muzakarah Fatwa Kebangsaan Bagi Hal Ehwal Ugama Islam Malaysia , Jabatan Kemajuan Islam (JAKIM). He was also appointed as a committee member of Istilah Shariah, Dewan Bahasa dan Pustaka (DBP) and is an active member of the Editorial Board, Jurnal Undang-undang DBP, overseeing manuscripts and publication relating to civil law and the shariah . In 2013, together with other selected academicians, he was invited to present a paper entitled, “Human Rights in Shariah and International Instruments” in Makkah, organised by the MuslimWorld League to promote the essence and vision of the integration of civil law and the shariah . Today, Professor Dr. Hj. Abdul Samat Musa continues to serve and maintains his role as an Academic Fellow at the Faculty of Shariah and Law, USIM. His significant contributions to the reformation of the Faculty of Shariah and Law have revitalised and transformed legal education in Malaysia. It is true as the saying goes; age is no barrier towisdom. Indeed, the exemplary achievements that he has demonstrated in the academic field and advisory services, as well as the progressive ideas that he has introduced, shall persist in inspiring and setting a precedent for all members of the faculty. ولد الأستاذ الدكتور الحاج عبد الصمد موسى في كوتا بهارو، كلانتان، وتلقّى تعليمه الثانوي في معهد المحمدي، بكوتا بهارو. ثم واصل دراسته في الجامعة الوطنية الماليزية وحصل على شهادة بكالوريوس في الدراسات الإسلامية م. كان يعمل مدرّسا في المدرسة الثانوية الوطنية في بينوت، 1976 (الشريعة والقانون) والدبلوم في التربية عام م، 1979 بجوهور قبل أن يتمّ قبوله محاضرا في الجامعة التي درس فيها سابقًا، وهي الجامعة الوطنية الماليزية. وفي عام م. 1981 واصل دراسته إلى مستوى الماجستير في مجال القانون في جامعة ملايا وبدأ العمل محاضرا منذ عام بدأت مهنة الأستاذ الدكتور موظّفا أكاديميا بتعيينه منسّقًا لبرنامج دبلوم الدراسات الإسلامية بكلية الدراسات م. وبعد عودته من الدراسة في مرحلة الدكتوراه في مجال 1983 عام )UKM( الإسلامية، الجامعة الوطنية الماليزية م، تم تعيينه رئيسًا لقسم الشريعة بكلية الدراسات الإسلامية بالجامعة الوطنية 1989 القانون بجامعة مانشستر عام م. ثم تولّى منصب نائب العميد للشؤون الأكاديمية قبل أن يحصل على منصب 1994 الماليزية حتى شهر يوليو
