Kecemerlangan dalambidang pengajaran dan perundingan yang beliau pamerkan, sekali gus sumbangan idea pembangunan yang beliau ketengahkan akan terus menjadi aspirasi dan teladan untuk semua warga fakulti. Professor Dr. Hj. Abdul Samat Musa was born in Kota Bharu, Kelantan and attended secondary school at Maahad Muhammadi, Kota Bharu. He then continued his tertiary education at Universiti Kebangsaan Malaysia and graduated with a Bachelor of Islamic Studies ( Shariah and Law) and Diploma in Education in 1976. He gained experience as a teacher at Sekolah Menengah Kebangsaan Benut, Johor before he was appointed as a tutor at his alma mater , Universiti Kebangsaan Malaysia (UKM). In 1979, he pursued Master of Law degree at Universiti Malaya and began his service in UKM as a permanent lecturer in 1981. Professor Dr. Hj. Abdul Samat Musa’s career as an academic administrator began with his appointment as the Coordinator for the Diploma in Islamic Studies programme, Faculty of Islamic Studies, UKM in 1983. Upon his return from Manchester in 1989, where he obtained his Doctor of Philosophy in Law, he was designated as the Head of the Shariah Department, Faculty of Islamic Studies, UKM until July 1994. He was then tasked with the responsibility as Deputy Dean, Academic Affairs before he was promoted to the post of Associate Professor in 1997, and subsequently, as Professor in the field of Comparative Law ( Shariah and Civil Law) in 2002. Although entrusted with significant roles within the faculty administration, his ardent passion as an educator stirred his unwavering dedication to supervise and evaluate the academic exercises of undergraduate students. As part of his earnest commitment to make a meaningful contribution and enhance community engagement, he authored a series of manuscripts focusing on matters pertaining to religion and the constitution. These works were subsequently published in various mediums, including books, newspapers, and magazines such as Pengasuh, Utusan Kiblat , and Panji Islam . In July 2002, he made the move to join Kolej Universiti Islam Malaysia (now known as Universiti Sains Islam Malaysia, USIM) as an academic staff. His distinct leadership quality did not go unnoticed, and he was appointed as the Dean, Faculty of Shariah of Law in 2002, a post which he held until 2012. He played a vital role as one of the primary initiators in the renaming of the faculty from the “Faculty of Shariah and Judiciary” to the “Faculty of Shariah and Law” in the following year. This nomenclature alteration led to the faculty’s enhanced adaptability and universality, bringing it in line with other public institutions of higher education. Throughout his nine-year tenure as the Dean of the Faculty of Shariah and Law, Professor Dr. Hj. Abdul Samat Musa had introduced curriculum frameworks and syllabuses which emphasise on the integration of civil law and the shariah . He staunchly advocates the view that it is imperative for law graduates to acquire a comprehensive understanding of legal concepts, transcending the constraints of a purely civil perspective. By fostering the integration of civil law and the shariah , together with an enhanced grasp of international law, students can be nurtured into individuals who exhibit heightened resilience, creativity, and critical thinking when confronted with real-world challenges. Professor Dr. Hj. Abdul Samat Musa had undertaken commendable initiatives, which encompass the engagement of faculty members in programmes offered by esteemed international organisations such as the Asian African Legal Consultative Organisation (AALCO) and the establishment of the Malaysian Journal of Shariah and Law (MJSL), which is currently indexed by Scopus. The influential figure who has played a pivotal role in shaping his perspective on advancing the notion of such integration is Allahyarham Professor Tan Sri Ahmad bin Mohamed Ibrahim, a distinguished and celebrated authority in both civil law and the shariah , often referred to as ‘the Father of Malaysian Law’.
