Justeru, berdasarkan peranan yang cukup besar dimainkan oleh Tuan Haji Ramli sebagai pengasas bersama PENGASIH yang telah membantu dan merawat lebih 10 ribu orang penagih dadah sejak 30 tahun lalu, Fakulti Kepimpinan dan Pengurusan merasakan beliau adalah amat layak menerima pengiktirafan untuk dikurniakan Ijazah Kehormat Sarjana Kaunseling (Penyalahgunaan Dadah) - Speciality Program of Alcohol and Drug Abuse (SPADA) daripada USIM. Tuan Haji Ramli Abdul Samad was born on 29 June 1954 in Ipoh, Perak. He graduated with a Diploma in Town & Country Planning from the Mara Institute of Technology (ITM) in 1977. He began his career as a Technical Assistant (Town and Country Planning) with AKB Consultant & Cansult International Consultant from 1977 to 1986. He was the co-founder and the secretary of Persatuan Pengasih Malaysia (PENGASIH) from 1988 to 1991. He would later become the first President of PENGASIH (1991 - 1995), which was established in 1991 as a community-based and non-profit organization. PENGASIH is licensed by the National Anti -Drug Agency of Malaysia (AADK) to provide treatment and rehabilitation for addiction-related issues. Subsequently, from 1995 to 2009, he was appointed as the Managing Director of G.M. Advertising Sdn. Bhd. He then led the Kenali Anak Kita PETRONAS campaign, which ran for five years (2010-2015). The campaign was recognized as the Best CSR by the Asia Pacific Petroleum Agency Federation. His service continued and he was entrusted as the Chief Executive of the Malaysian Substance Abuse Council (MASAC) from 2015 to 2017. He was then appointed as the President of Drug-Free Malaysia (2017 - 2019). In 2019, he returned to lead PENGASIH as President and holds several other vital positions such as Deputy President of MASAC and a co-founder of the Malaysian AIDS Council & Drug-Free Malaysia Association. He was also appointed as the Chairman of the Advanced Care Bureau PEMADAM Kebangsaan. In addition, he also held several positions at the international level. He was a committee member of Vienna NGO under United Nations Office on Drugs and Crime (UNODC), a member of the United Nations Economic and Social Council, a member of the Federation for Therapeutic Community Asia and the International Federation for Non-Governmental Organizations. He has 30 years of experience in advocacy and providing drug abuse-related services in Malaysia and internationally. He and PENGASIH have helped thousands of people with substance abuse issues and collaborated with the United Nations Office on Drugs and Crime (UNODC), the International Narcotics Law and Enforcement Agency (INL) and the Colombo Plan Drug Advisory Program (CP-DAP), World Federation of Therapeutic Communities (WFTC), non-government organizations (NGO) and government agencies throughout Asia. Tuan Haji Ramli is an exemplar to the society after changing his life around from being a former drug addict to a successful social activist. His social activities focus on the problem of drug use in Malaysia, including social diversion, drug treatment policy, and drug prevention in the community. Tuan Haji Ramli is a very committed and tenacious activist with a high value of altruism. He has extensive experience in drug prevention programmes with the community and is often involved with various relevant ministries to improve the quality of drug treatment in Malaysia.
