Companions play a crucial role in facilitating accessibility for disabled Hajj pilgrims, both physically and non-physically, ensuring they can carry out their pilgrimage smoothly, safely, and with dignity. The primary task of the companions is to provide practical assistance with mobility and daily activities of the pilgrims, including helping disabled pilgrims move from one place to another, both in the Holy Land and in accommodation areas. Companions are also responsible for assisting disabled pilgrims in performing the pillars of Hajj, such as Tawaf, Sa’i, and the act of throwing the pebbles. In this case, companions must have adequate knowledge of the Hajj rituals and the specific procedures required for disabled pilgrims. They also act as intermediaries between disabled pilgrims and other Hajj officials, including healthcare workers, ensuring that medical needs or emergencies are addressed promptly. Additionally, companions must ensure access to disability-friendly facilities, such as accessible transportation and appropriate accommodations for disabled pilgrims. They must ensure that disabled pilgrims receive clear information about the available facilities and direct them to locations with proper accessibility. Companions provide a sense of safety and comfort for disabled Hajj pilgrims, allowing them to focus on their worship without hindrances. The involvement of well- trained and responsive companions is crucial in ensuring an inclusive Hajj experience for all Muslims, without exception. 3. The Regulation of Companions and the Support Model for the Implementation of Hajj for Persons with Disabilities in an Inclusive Manner The arrangement of pilgrimage assistance for people with disabilities is crucial to ensuring that they can perform the Hajj safely, comfortably, and smoothly. Hajj is a religious duty that requires high mobility (Siregar & Sazali, 2024, p. 957), both during the journey to the holy sites and while performing rituals such as Tawaf and Sa’I (Nazila & Affandi, 2024, p. 3758). For pilgrims with disabilities, who may have physical limitations, the presence of a companion is very helpful in facilitating accessibility and ensuring they can participate fully in the worship activities. Awell- organized companion arrangement will ensure that the companion can provide appropriate support, not only physically but also emotionally, so that their worship experience remains intact. Based on the above provisions, in Law No. 8 of 2019 on the organization of Hajj and Umrah, people with disabilities have the same rights (Pengertian, Jenis Dan Hak Penyandang Disabilitas, 2021) as other citizens in the performance of Hajj. They are even given an affirmative policy by being given the opportunity to depart earlier by filling remaining quotas as per the applicable regulations. However, in relation to the concept of istitha’ah (ability), in fiqh studies, people with disabilities include the bli nd, those without hands or legs, the deaf, and those unable to meet their own needs independently. Essentially, they do not have istitha’ah unless they have a companion who will assist them throughout the Hajj journey. To some extent, these individuals lack independence in performing daily activities (Activity of Daily Living or ADL). ADL measures a person’s ability to perform daily activities independently (Widiastuti et al., 2021, p. 1444), including bathing, eating, toileting, continence, dressing, and moving. Therefore, the presence of a companion for people with disabilities is not only important but is also a necessary requirement for performing Hajj. Hence, the presence of a companion should be part of the registration requirements. This way, every person with disabilities intending to perform Hajj is guaranteed to have a companion (Begini Ketentuan Pendamping Lansia Dan Penggabungan Mahram Haji 2024, 2024). The requirement for a companion for persons with disabilities has not yet been regulated in Law No. 8 of 2019 and its derivatives. In Article 30 of Law No. 8 of 2019, which addresses Hajj registration, there is no mention of registration requirements. This regulation does not address persons with disabilities intending to register for Hajj. The absence of this regulation creates uncertainty about the availability of a companion for disabled pilgrims because they can register without a companion. However, without a companion, people with disabilities lack istitha’ah for Hajj and therefore do not meet the mandatory Hajj requirements. The requirement for a
